"Chutes" in the following context:

-sans majoration pour **chutes**, coupes, boulons, tiges d’ancrages etc., suivant métré théorique, établi à partir des plans bons pour exécution.
-Toutes coupes, **chutes**, entailles, bouchement de trous après le passage des autres corps d’état.
-En général, il sera placé des regards à tous les changements de direction et de pente, à toutes les jonctions, à toutes les **chutes** et tous les dix mètres linéaires en cas d'alignement.

It's clear from the context that the first two occurrences are about offcuts ("Toutes coupes, **chutes**, entailles"). One would hardly list downpipes between "coupes" and "entailles"!

However, as noted above, "Il sera placé des regards à toutes les chutes" appears to refer to plumbing and here the correct translation would be "downpipes" pr "stacks".

"armatures de béton en acier à haute adhérence Fe500 de tous diamètre, comme il est décrit dans les généralités et positionnés sur les plans B.A. Y compris **chutes**, ligatures, cavaliers," is different again. I'm not sure what "chutes" means in this last context. Given that it is followed by "ligatures, cavaliers, cales en ciment", it could possibly refer to reservations for cable drops or downpipes. However, it wouldn't, in my view, be the usual term to use.
