I have a hunch, but that Is all it is, that this is a sort of roundabout way of saying that when these two elements are combined, it must be done in such a way that it is visibly evident that they are llinked; if they are side by side on a DIN rail for example, it must be made clear that they have become indissociable, so that some clot won't come along and remove one of them, leaving the other one not working properly / at all

Logically, I have trouble imagining what else it could mean, though it's a jolly odd way of expressing it!

agree  Sylvia Smith: I am way out of my league here, but I read the text as saying: 1. In the first line, XX and YY must be able to be combined. 2. In the second line, "locking" the combination of XX and YY visibly prevents (damages) their separation.
