Explanation:
My Lexique des fibres optiques (Franterm, diffusé par Nathan!) gives "jonc" as "rod", and an illustration shows a "jonc plastique / Plastic rod) with ten longitudinal grooves housing the conductors "fibre avec revêtement primaire / primary coated fibre". At the centre of this structure (in a coaxial void at the centre of the plastic rod) is the "porteur central /central carrier" which might well be your "élément central".

If yours is a big cable, it could well have ten such rods, each comprising ten (say) fibres, the ring of ten rods constituting the mechanical protection of the central element.

My book shows a "7 rod cable", though in this case there are six rods arranged in a circle, with a seventh identical rod at the centre (each rod with 10 grooves and fibres and a central "porteur central").
