: I have to admit the term seemed odd to me, but I can't see any other interpretation; unless it is electrically-operated, with sensing on all 3 phases.

: High CL for a strange proposal. What is a "busbar control switch? A busbar can be connected (to an icoming/outgoing feeder) or disconnected, but not "controlled".
