I think the meaning of "lignes" is the only real issue here. Cohabitation presumably means they follow the same route as the pipeline, perhaps in the same duct. And since you say the agreement is between power companies, they're presumably electricity lines. I think the answer is probably there in the rest of the document.

Opera, It certainly isn't a legal expression. It clearly concerns an "entente de c roisement" for each of the instances where there is a "croisement ou cohabitation de lignes et du pipeline".
Somewhere in your document, there must be a prior reference to "lignes" which should provide you with a clue.
Without full context for the situation, I can easily imagine a number of situations where "crossing of the lines" might arise. The slightly more ambiguous part would be how to understand "cohabitation". It probably provides some indication of where the lines are together, in the same place, but do not cross ; crossing and cohabitation are expressed together but each conveys a particular idea. Whilst I am pretty certain that "crossing" can be used with its ordinary meaning, (which may be the case for cohabitation also), a synonym may be useful.
Have you tried a number searches with keywords from the rest of your context with "cohabitation"? You will probably find hits where "cohabit" is used to indicate compatibility of some sort, in the sense of coexistence of techniques, systems etc.

on the www, les cas de croisement et de cohabitation only shows up under this question so doesn't appear to be a standard legal phrase. croisement et cohabitation only shows up once in a different context, not legal.
