French term or phrase: assistance technique perlée
I am struggling with perlée here. Does it mean 'short-term'? staggered?

Assistance technique perlée à la mise en œuvre du projet d’appui à la décentralisation dans la région de Koulikoro (PADKII) et du projet d’appui institutionnel au MATCL pour le pilotage stratégique de la décentralisation/déconcentration

intermittent technical assistance

The term "perlé" was used a lot to describe the recent nationwide train strike in France. It describes a repeated pattern of a few days on, a few days off.
The Guardian chose the term "intermittent" to describe this type of strikes calendar

From the info you have given us here, "intermittent " is a likely candidate.
By the way, "perlée" as in a string of pearls, on/off, if you see what I mean.
