The Vbe (volume) expressed as/in terms of [depending on what Vbe is]the volume of coated material/asphalt/macadam with 0% voids must be converted/extrapolated/interpolated/factored to the volume of the asphalt etc. WITH voids.

IOW, they want to be able to compare apples and oranges. To do so, they have to turn their apples into oranges ... The things you can do with mathematics!

That's how I understand it anyway, from the little to go on ...
