transnational seaboard area
Shunting two ideas together.
There's one such loose organization called the Atlantic Arc, involving Portugal, parts of Spain, the Atlantic seaboard of France, Cornwall, Wales, and Ireland. The idea/fear is that they need to club together and develop economic synergies as the centre of the EU moves further east.
There's another even looser one involving Normandy and parts of southern England.

Or weave in "maritime heritage", as for this EU organization which is, AFAIAA, not connected with the Atlantic Arc.
The EU's Atlantic Area Transnational Programme
The overall strategy of the Atlantic Area Operational Programme can be summarised as follows: to achieve significant and tangible progress in transnational cooperation geared towards cohesive, sustainable and balanced territorial development of the ATLANTIC AREA AND ITS MARITIME HERITAGE.
The main goal of the Programme is therefore to contribute to the territorial cohesion of this area through transnational cooperation projects on all four programme priorities between the European Union Member States of the ATLANTIC SEABOARD.
