I suspect I will have to rephrase this to find something suitable, but seem to be striking a blank at the moment.

I toyed with Phil's suggestion for quite some time, because it appealed to me as gardener, but you are much closer to the truth.
Underneath it all, I'm not sure it matters that much, since both convey the idea in one way or another.

Explanation:
You could say something like "the loggias have been included in the hope that they will be put to use by green-fingered inhabitants".

I'm not sure "loggia" is necessarily the best translation, because not many people know what it means. Depending on what they look like, another word may be better.
