I am translating part of a report on a bank's auditing and compliance procedures apparently (not clear) carried out by people from the parent company in Germany. It's a detailed criticism of how the French bank operates.
Ces procédures sont compilées dans un classeur central, conservé par le responsable du back-office, et, en théorie mais pas en pratique, tenu en double par le contrôle interne. Les mises à jour sont confiées aux derniers arrivés de chaque pôle, qui ont pour charge d'y consigner leur apprentissage, ce qui apparaît inverse par rapport à une démarche standard d'apprentissage.
Does this mean "record what they have learned in these documents"?

Mary - I can see no interpretation other than the one you suggested. In other words, it's up to new staff to find out what needs updating and apply those changes to the documentation - which, as the report says, is somewhat contrary to the usual standard approach.

Note that it is "d'y consigner". The criticism is that the most inexperienced staff are given this task (presumably because it is seen as tedious and nobody else wants to do it) as an initiation, rather like getting the trainee to sweep the floor, while it is actually a very important and sensitive task and should be assigned to more skilled staff.
