La Brigade Financière relève que le prospectus XXX pourrait être considéré comme mensonger puisque la gestion du fonds n’était pas exclusivement réalisée par YYY, mais déléguée à ZZZ, les fonds n’étaient pas investis dans des valeurs sures mais des liquidités de ZZZ et les fonds n’étaient pas conservés par YYY, mais transférés à ZZZ.

The text relates to an investment scheme (swindling and fraud).

Not sure if simply "liquid assets" will work here .....

Well, they are liquid assets from XXX's point of view, but since paper issued by ZZZ is not regarded as a 'valeur sûre', its value as a cash equivalent is questionable. So shift the focus to the instruments issued by ZZZ.

Not much to go on... M What exactly was the "valeurs sûres" – merely maintaining the value of the original investment (probably not) or a "sure bet" for 20% interest or something in between? But the problem (IMO) is that the funds were not invested by YYY but given to ZZZ instead, and I don't think we know what ZZZ did with them. y answer is more of an interpretation than a translation...
