I think that instead of finding a noun here e.g. "participating in (say) the inception of," it would be preferable to just cut to the chase; you would skip the "participation" concept and just say, "...by planning and creating a fund," or other words to that effect.
In context, the "genèse" precedes the "création", which, unless the author was intending to use the terms as synonyms for emphatic purposes, suggests that the first term describes the initiation of the idea and that the creation is about the action of setting up. The important thing here will be to get the terms right as a pair.
