monitoring of building costs
Explanation:
A very probable translation seems to be:

monitoring/supervision of construction economics.

The term, “économistes de la construction” is used and translated as "construction economists" by Untec, which seems to be a French umbrella and training organisation for the construction industry. Their logo is “Untec, économistes de la construction” and they describe themselves as “Le syndicat unique d’une profession forte”

WR Word Reference Forum:
Here, however, a contributor claiming to be familiar with the construction industry offers the translation:
Building cost expert
as the UK equivalent.
Working from the literal translation on a French site to this contribution, I would opt for:

Monitoring/supervision of building costs

agree  philgoddard: Your explanation doesn't really match your answer, but I agree with "monitoring building/construction costs". You could also say cost management, or quantity surveying.

agree  B D Finch: Dicobat gives "building cost expert" for “économiste de la construction”. The skills involved include quantity surveying, but seem to be more extensive.

In case this is of any use

"Quantity surveyors and construction economists, sometimes known as construction cost consultants, work for either the client or contractor and can be based in an office or on site. Their role is to manage all costs relating to construction projects from initial design calculations to the final account, seeking to minimise costs and enhance value for money, while achieving the required standards and quality."
