This refers to groups to be involved the development of a project in Africa to produce and market a food supplement both separately and as part of enriched food products

The full sentence is "XXXX a pour ambition de développer les réseaux et canaux de vente en zone rurale (identification d’associations relais partenaires, organisation de sensibilisations, mise en œuvre du projet…) et urbaine (création d’un point de vente fixe, développement de la production et vente de produits enrichis)."

XXXX is the group running the project.

I have found other references to "associations relais" as in this website:

but I am neither clear about what they are or how to translate it. All and any help is greatly appreciated.

Wow, it exists on Internet but no definitions. My gut feeling is that certain associations take over certain things in a project (like you take the baton in a relay race). Maybe when the other association hasn't got the expertise or equipement to do sth.
So the association relai is more active (participative) in the project than simply being associated with it.
But I'm not French and sometimes when i have a gut feeling, it turns out just to be a wind!!!

agree  Sheila Wilson: I believe they add a little bit here and there to the project. "Associated associations" is clearly out of the question
