Confidential document Sorry but I just can't say any more in this case except that I doubt CPT = acccount given the surrounding content and what follows in the document (a speech motivating the troop of a company)

And CPT are not the initials of the person giving the speech either

I'll probably have to close the question without giving points

How about the Committee for the Prevention of Torture or the "Comité européen pour la prévention de la torture et des peines ou traitements inhumains ou dégradants" to give it its full name. The 2013 could refer to the date of the report
