This term comes from a text about the appointment of Raymond Ndong Sima as the new Prime Minister of Gabon. There seems to be a lot of hits for this term on google, mainly to do with African politics. My initial thought was that this had something to do with an interim government, but, upon further research, this doesn't seem to be the case.

Here is the sentence: "Le nouveau gouvernement de mission dirigé par le Premier Ministre Raymond NDONG SIMA se compose de 16 ministres et 12 ministres"

I would appreciate suggestions of translations for this term or even explanations as to its meaning.

Tentative...

A "gouvernement de mission" is not (at least not designed as...) an interim government. But in front of a specially difficult situation, it is designed to tackle strong challenges and issues of paramount importance for the state and/or the nation, clearly identified by the head of state.
This government is labelled as such to emphasize the priorities given to its action

Sorry, CC, but I really do not see your point. What you call the "ST" is limited to a single sentence, no more than a statement telling us how many ministries this government is built with !

I wonder if it might be trying to avoid any mention of "dirigiste" approaches, and I wouldn't be surprised if it involves a bit of that.

Part of what poor old Raymond Ndong Sima has to do is restore the confidence that the international community has in Gabon's ability to govern itself in a way that does not "[hurt] the integrity of legitimate institutions and also [endanger] the peace, the security and stability of [the country]" in the wake of Obame's and Ondima's questionable legacies. So, he - and his newly-formed government - do indeed have a clear mission on their hands!
