From an article about government corruption, particularly involving public procurement: "Le montant du coût de la corruption -- à l'image des coûts de la recherche de rente -- sert à contourner une réglementation, obtenir un non-droit et annihiler toute procédure d'évaluation que devrait imposer une concurrence loyale."

I understand "non-droit" to mean an absence of laws, but I'm having a hard time figuring out how to translate it along with "obtenir" without getting incredibly wordy.

along the lines of "achieve a situation where no laws apply".

I think, in this sort of cases, to specify the details of a procurement such that the procurement is not specifically covered by a set of laws, allowing transactions to go down in a legal vacuum.

But I think it's more about finding the "location" of the legal vacuum than creating it.

In this case, finding and creating are functionally the same thing.

I think this is the general idea, but I only put medium for confidence because there may be another way to say it that does a better job of conveying tones about relevance.

agree  Simon Chiassai: That is exactly what "non-droit" means: a space where laws do not apply. Plus, using the verb "create" carries accross the idea of an active subject, which I find important.

Many hit on Google so that is not the problem

Technically, it could be read as 'the no-mans-land' is legal but in everyday use, we understand it as 'lawlessness'.

So it is another choice but has a drawback

perhaps? you could use "reach/arrive at" for "obtenir" for

...arrive at a state of lawlessness

BUT I think it might be better to omit "obtenir" and use the "sert" as your verb tagging on the second part "with"

...serves to circumvent regulations/rules with a total disregard for law
