create a legal vaccum Explanation: along the lines of "achieve a situation where no laws apply". I think, in this sort of cases, to specify the details of a procurement such that the procurement is not specifically covered by a set of laws, allowing transactions to go down in a legal vacuum. But I think it's more about finding the "location" of the legal vacuum than creating it. In this case, finding and creating are functionally the same thing. I think this is the general idea, but I only put medium for confidence because there may be another way to say it that does a better job of conveying tones about relevance. |
