disagree  Tony M: No, sadly, that's the exact opposite of what it means here. In a context like this, to 'ponctionner' sthg means basically 'to pinch it out of...' (dipping into the kitty, etc.). If it was 'ponctionner qq ch dans ton salaire', we'd say 'to stop / dock...'

Explanation:
My understanding of "ponction" here is that there is a sense of "taking back what is due". So "recover 17 million dollars" is one solution. I like the title in the ref attached, but that would probably be going too far.
