I have difficulty getting the gist of the whole of the second sentence, but I believe the key is "procédure de classement". Classement = closure (as in closing a case) or categorisation? Or something else?

The deeper question is regarding how the Brussels town planning system works.

The Bourgmestre is the elected mayor in Belgium and échevins are municipal councillors.

Explanation:
In US, if this were the classification of something (a house, monument, neighborhood, etc.) as historic or culturally significant, , it would be a designation. If it were classification of an area as a zone (industrial, residential, etc.), it would be a zoning; or, if a decision to allow a nonconforming use inconsistent with the zoning, it would be the granting/approval of a variance.

In US, there are two possibilities: listing on the National Register of Historic Places, which does not diminish the owner's right to modify or destroy the property; and state or local designation of a property as historic, which does limit those wrights and may fall within the jurisdiction of a local zoning commission which may jave created a historic district. http://www.nolo.com/legal-encyclopedia/how-historic-property...
