This term recurs a few times, so I'm trying to find something not too cumbersome, and to be honest, I really don't understand quite what the underlying idea is; I have in the past used '(suitably-)resourced' for 'outillé', but don't somehow feel that comfortable with 'resourced methods' (given the overall context, I think that 'methods' is closer to the idea here than trying to use 'methodology' in the plural in EN, but I stand to be corrected on that!)

I am closing this question early and without grading, as although all your suggestions are helpful, I've just found the term in another document from the same customer, and although I don't entirely agree with the translation used, I have no choice but to follow it!
Their 'official' terminology seems to be 'tools and methods' — well, at least it isn't cumbersome!
