The nearest I can come up with is host or facilitator, but neither seems quite right -- the latter too active, the former just not used in this context.

Je crois qu'on ne parle pas d'un "accueillant" mais bien d'une qualité du préposé à l'accueil ... Il est accueillant, abordable, affable, aimable, amical, avenant, bienveillant, civil, convivial, cordial, engageant, hospitalier, ouvert, sociable, sympathique ... le contraire d'arrogant, distant, fermé, froid, glacial, hautain, inabordable, inaccessible, inhospitalier, rébarbatif, revêche, rude ...

Si c'est le cas, je dirais "accomodating" en anglais ... "friendly" ...
