Asker: thanks, I agree with your interpretation, in the end I put 'no safe haven' which is the same thing!

agree  rkillings: But not with "sanctuary". This says no unit of the group is out of bounds to the internal auditors.

The internal documentation on internal control at France's largest bank refers to the "no-sanctuary principle".
I might have proposed something different, but this translation is now established.
