Hi Catherine. That's a good point, although I didn't think "impunity" necessarily meant punishment was deserved. However, I could be wrong! I was using "impunity" in the more general sense of "exemption or immunity from unpleasant consequences" (Collins English Dictionary). Certainly you could say something along the lines of "... should have no fear of/qualms about standing before this court".
