I've never come across this exact term but it looks like it's short for "sous pli chargé", an old term which, according to my legal dictionary (under "chargement"), refers to a method of sending documents that involves a sealed letter/package and a recording process similar to registered mail. If so, your sentence means that M. A having submitted accounting records that were inconsistent with his written statement, the court is giving the defendant extra time to officially submit new supporting documents by "pli chargé". Since submitting/serving documents is a quite formal process, I think you should be fine with "officially/duly submit".
