In UK we would never say "investigation proceedings" since the Police carry out invesigations and proceedings are brought in the Courts independently by the CPS. Therefore, it's a contradiction in terms.
As this is clearly a French procedure (by a juge d'instruction or investigating magistrate) I think you need to turn the first word into an adjective
