This document, issued by a French département, approves someone's request to foster a child with a view to their adoption.

The first page is very formal, and in particular we find the following layout:

"Le Président du Conseil départemental

[RECITAL x 11 lines]

Arrête

[ARTICLES x 3 providing for the child's adoption]"

Should I read "Arrête" as a verb governed by "Le Président", as if he declares/decrees what follows?

agree  Daryo: ideally, you would need to see the text, but that's the bog standard style of putting in writing a decision, very unlikely to be deviated from. // same as 100 /200 /300 ... + word sentences are nothing unusual in legalese - one better gets used to it ...
