French term or phrase: H. No.
This is from a series of vital statistics records from the DRC. It is found at the top of the document, and seems to be some sort of sequence number. It is paired with a "P. No." XXXXX which I take to be "piece numéro" ("document number") rather than "procedure number" The "H. No." is followed by an eight character sequence, mixed digits and letters. Any notion as to what the H. might stand for?
