It's the final phrase from the Composition de menage of the belgian citizen. I don't know what does "n.l'c" stand for. Besides I don't know, how it's better to translate "le fonctionnaire delegue". Thank you in advance for your help.

Assuming that the Belgians do likewise, you can probably leave it as NLC, and indeed should.
