Does this mean (a) "was not for certain," or (b) "certainly was not"?

L'âne . . . *ne figurait certainement pas* parmi les espèces domestiques indo-européenes.

Factually, it ought to be (b), I think, but I wonder whether the word order here compels one rendering or the other.
