I agree with the suggestions of "upstream" and "prior to". Never the less, to render the sentence in as natural a way as possible, it sprung to my mind that it might be translated as follows :
"In view of the requirements which have become clear, the study is being carried out beforehand."
It would appear that the company (?) has become aware of the need to set up a new pay structure, but they are (perhaps in answer to another's suggestion) stating that no such structure can ever be set up on an experimental basis. In other words, the needs are clear, and a new structure may well be set up, but not until a study has been carried out to assess needs clearly.
