I found "ressource 'non-goulot'" Is this it? And if so, what does that mean? Any suggestions? Thanks. :-)

It is probably the clerk's initials if "Claude Vxxx" is on the rubber stamp.

\"Par délégation\" is the equivalent of \"for\" but French puts \"par délégation\" next to the name of the person actually signing the document down where the authorizing signature goes whereas US adds \"for\" next to authorizer\'s neatly typed out name and title.
