From an article on Plotinus' concept of the primary substance:

Autrement dit, l'ousía n'est pas première par rapport aux genres, mais par rapport aux différentes qualités qui lui sont postérieures. Il reste que, en faisant des quatre autres genres les compléments de l'ousía próte, Plotin constitue la substance première comme une entité unifiée, support des déterminations ultérieures que sont les qualités : la logique est la même que celle de l'ousía próte aristotélicienne, **sujet dernier auquel rapporter la diversité des accidents**.

The last part obviously refers to the Aristotelian view of primary substance, but I don't quite get it.

Explanation:
The author is saying that Plotinus views ousía much the same way as Aristotle does, and refers to Aristotle's hupokeimenon, which means the 'ultimate subject of predication' - the thing by which all effects are explained.
So this last phrase 'sujet dernier auquel rapporter la diversité des accidents' is, I think, intended to define more clearly what the author sees as the 'ousía prote aristotélicienne' (since Aristotle says many different things at different times which are open to different interpretations!)
