"Vingt-cinq ans de passion et de déraison."
From a programme celebrating a festival - in a positive light. Text by a politician.

Words like insanity, madness and craziness just don't hit the spot for me.

Let's face it, politicians are not known for embracing things "contemporary", he's being rather trite with "passion" and a bit pejorative with "déraison".

Dance is all about emotion rather than "déraison", also "passion" doesn't translate well into English.

How about : 25 years of creative enthusiasm...

Explanation:
"Inspired madness" is a common enough expression and gives "madness" a positive spin. I personally prefer "lunacy" because it's a more concise and forceful term; because it has fallen out of use in the medical community, it should dampen any association with mental illness.

Explanation:
It's difficult to judge this without knowing the politician's exact attitude and tone of voice, but here are some ideas:

"unfettered", "unrestrained", i.e. not afraid to go beyond the bounds of the reasonable.

"mayhem" or "creative mayhem" may work as a description of the general atmosphere of the festival: it may be a bit chaotic/unpredictable/disorganised, but look at the creativity that comes out of it!
