Without any more context it's difficult to know precisely what it is about but I guess it refers to a company Cantonnement is a financial operation regarding the assets of a company. based on the nature of this type of operation, I'd go with "any" rather than "every" to translate "tout", because the point is mostly to accept the principle of the ringfencing;
If it's about inheritance, it's another meaning, but I don't remember the English word. I should have to look for it.
