If the context is unmistakably a cabel, then I would refer to it as insulation..., thus:

'a cable with PVC insulation'

Certainly in telecommunications applications at least, a description composition of a cable might alternatively use the termm 'jacket' to mean precisely the same thing.

As for the 'marquée en creux', that's more tricky; I can only guess at perhaps ribbed (though that's not the normal word for it), or if from the context you can see that it mrans some form of identification to differentiate between one cable and another, then I can only agree with the other suggestions of 'embossed...'
