suspension of the primary registry
Explanation:

a ship registered by its owner in one state (commonly called the “primary registry”) can also be registered temporarily (usually for the duration of the charter period) by its bareboat charterer in another state (often the state in which the bareboat charterer operates, and is usually referred to as the “bareboat registry”).

agree  Nikki Scott-Despaigne: Or to fit the context "registration suspended : SINGAPORE". The S/pore reg° has been suspended so that the entity taking the boat on can offer the vessel for b/boat charter and leave the entity chartering the vessel to reg. the vessel with its chosen FOC.

Reference information:
A "bareboat" charter is one of three types of charter party whereby a vessel is made available under terms that are agreed between the owner and the charterer.

https://en.wikipedia.org/wiki/Charterparty

"There are three main types of charterparty: time, voyage and demise and another :

In a demise (or bareboat) charter, the charterer takes responsibility for the crewing and maintenance of the ship during the time of the charter. He assumes the legal responsibilities of the owner, and is known as a disponent owner.[citation needed]
In a time charter, the vessel is hired for a specific amount of time. The shipowner manages the vessel but the charterer gives orders for the employment of the vessel, and may sub-charter the vessel on a time charter or voyage charter basis.
In a voyage charter, the charterer hires the vessel for a single voyage, but the shipowner provides the master, crew, bunkers and supplies.[3]
A demise charter operates as a long lease of the vessel, with the charterer completely in charge. In time and voyage charters, the shipowner still runs the ship, but when in port the charterer becomes responsible for loading and unloading the ship within the agreed period of laytime. If the charterer exceeds the allowed laytime, demurrage[4] becomes payable.[5]"

In the context posted, there is no mention of charter party type. It is almost certain that it is bareboat, otherwise the flag would not be suspended. However, the point here is that the text states the flag has been suspended. It makes no mention of the type of charter party.

There's a whole load of terminology in the field that is highly pecific, the same term sometimes being used to describe different parties, depending at which contractual relationship one is looking at. You can only translatewhat is there an this realtes to the flag; no more, no less.

Use of "registration suspended" in relation to bareboat charter:
http://www.kiribaship.com/registration/Bareboat_Charter_Out....

"A Kiribati vessel may also have its registration suspended and be Bareboat chartered-out to another registry in the name of the Bareboat Charterers."
