which uses the term as follows:

En incitant les jeunes élèves du secondaire III, IV et V à orienter leur carrière dans les nouveaux médias, le CESAM contribue à assurer à l’industrie l’existence d’une main-d’œuvre qualifiée et en quantité suffisante pour répondre aux besoins de l’industrie."

Given this context, I believe what is meant is education of the new generation.

I think this is self explanatory, a firm wishes to implant itself in the market and looks for renovation. The newcomers can be the renovators (probably not the renovated products as you don't sensitize products) or they can be the targeted audience.
