"monitoring by sampling" or "monitoring by spot check" or "appraisal by sampling" Explanation: "sondage", among other things, can be translated with "sampling". "spot check" is also another usable expression. I have the feeling that this has to be the meaning here. They probably mean that they don't immediately read all that the tenders write, but focus on one or two items to start with. audit testing? or audit appraisal? Explanation: Ok. Maybe this is some kind of procedure to make sure that the "tenders" present documents that are in agreement with some "less official previous agreement".
