So call me stupid: Le Titulaire du marché établit et soumet à .... dès avant la signature du contrat définitif, un plan de gestion documentaire.

Here the marché is obviously not the contract, but what can I say without being so gross as to put "deal"? Thanks for any suggestions!

"agreement holder" is a straighforward translation, but I thought it could also be a valid contender.

I had considered "Holder of the agreement", but I wasn't sure. At any rate, I know its a holder, but the kind of agreement floored me (pre-contract?).

Explanation:
If you use transaction, it's not as gross and everyone should get the meaning of "marché"
