In the meantime I am checking the relevant websites to see if I can get help with this. But putting this question out in the meantime anyway, to see what you telephony experts have to say. The document is about a French city council considering different providers to install a new telephone network using more up-to-date technology (a combination of laser and BLR (boucle locale radio or local radio loop, apparently - I think we are talking about what is known as WLL or wireless local loops in English. Anyway, here is the context and I wonder if anyone out there can explain EXACTLY what this means. Many thanks in advance:
