matériel automoteur is usually diesel or electrical multiple unit trainsets although the railway dictionary refers to them as "railcars"

All they are in fact talking about here in my educated guess is the fact that the vehicles have their own source of power and are not simply trailing stock.

you could get away with "tractive units and railcars" - people will understand, although I am not keen

motive power stock and multiple unit trainsets = better but a bit long

agree  Tony M: Surely it's what the layman would call 'locomotives' + MUT's?

  -> it used to be but now fewer and fewer trains are actually hauled by locomotives (think TGV etc.) and it is even harders to find a generic term
