In time and motion studies, this is the "dead" time that an operator has to wait while an automatic device performs its task, e.g. press button - door opens; vehicle approaches automatic door - door opens.
I can't find any equivalent English term, but I'm sure there must be one.

From what I read on this page it may be called "Machine time".
