Volgens mij klopt jouw suggestie, ja. Kijk maar eens in dit (tweetalig Frans-Nederlands) document: op pagina 3 wordt "la semelle inférieure" inderdaad vertaald als "onderste flens". De context is m.i. identiek aan de jouwe.
