une rubrique dans un dossier de demande de subventions pour une association. d'autres rubriques, telles "locations mobilières et immobilières" et "petit équipement" y figurent aussi - il semblerait qu'il y ait une nomenclature numéroté (on est dans les 60-65) pour ces documents budgétaires rélatifs aux demandes de subventions des associations donc EXTRA POINTS si vous trouvez une version en anglais de cette nomenclature d'apparence très 'francais' (loi 1901 sur les assocs)... happy hunting

Explanation:
There is indeed a nomenclature in french for each type of expenses and receipts. The expenses are classified in class 6 starting from two digit chapters (they are called so) and then subdivided into accounts. For ex. petits équipements it is Compte 6063 and so on. Similarly for salaries and other emoluments it is in chapter 64. So when one asks fro subvention (funding) from the government one has to submit a EPRD. It is an Etat Prévisionnel des Recettes et Dépenses.Thus showing all future expenses and receipts.
So, here salaire dédiés can relate to the eventual payment to be made to employees. In other words expected payments by way of salary.
