My suggestion(s) would be something along the lines of:
"Chic/Fashionable stripes create a high-impact effect with/when paired with a skirt or trousers/pants.

Or perhaps (if you don't mind playing with the syntax a little): Play fashionable stripes against a skirt or trousers for a high-impact effect.
Or:
Pair fashionable stripes with a skirt or trousers for a high-impact effect.

I feel that "high-impact" retains more of the feeling of "choc", personally.

I would agree that trousers should be used if the text is intended to be read by British readers, but either pants or trousers should work for a US audience, though pants would be the more commonly used word (and probably the better choice).
