"La meme assertion s'applique dans une certaine mesure a l'Ecosse; elle est tout a fait hors d mise pour L'Irlande."

Obviously it's either a strong backing of the same assertion or a rejection! My feeling is that it is the latter. Can anyone help!!

the same assertion applies to some extent to Scotland but it is undoubtedly quite irrelevant/inopportune as far as Eire/Ulster is concerned
don't have the context so eire or ulster
