This gets so few hits on Google, but I take it that they are talking about some sort of paint touch-ups that occur on the last line in the factory or something? I didn't find much in my Automotive Glosssaries, either.
I think your on the right lines. I have a glossary provided by a car manufacturer that calls this the "touch-up shop" so maybe you could delete it to avoid the repetition or use "end-of-line touch-up" as suggested below.
