It looks like a trade name - whether it's copyright I don't know.
Gsearching "tara" returns a load of rubbish, even when qualifiers are used.
The best I can find is on http://www.rivetsinstock.com/rivet47.htm which, if sensible, gives something like 'rivet nut driver' or 'threaded insert driver'. As Tara seems to be unknown in EN, that's my suggestion.

Asker: Would I be correct in thinking that Tara is the manufacturer's name? In which case, do I translate it as a 'Tara rivet' or a Tara tube rivet', or leave it as 'Tara tube'?

neutral  chris collister: I believe you may both be right - I think this is a machine for inserting pre-tapped inserts, eg into sheet metal otherwise too thin to accept a tapped hole, or plastic otherwise too weak. PS not to be confused with helicoils

  -> Thanks, Chris. I don't see a hole being tapped on a final production line, that's all. Inserting a pre-tapped rivet with a special driver just possible.
