1 - Fonds de roulement : working capital. Here it would be best to use "to cover/fund their working capital requirements".
2 - Entravent le developpement : hinder the development (you may wanna rework the sentence: make it difficult to develop ...).
3 - Few companies work in the environment field and for those that do this is rarely their main area of activity.
4 - projet de refonte : planned reform.

The second answer, above, is great on 1, 2 and 4--some very fine phrasing. However, *à titre informel* is not a matter of behavior (manner), but rather, of capacity/role (basis)
