Explanation:
Literally, the sentence says "The company has maintained (your "passé composé") a customer churn rate of 5% in 2001 which will rise steadily later on to stabilise around 17% in 2006." This would be, I think, the right translation. But we hit a snag: Since we are not in 2001 yet (unless there is a typo?), I agree with you that it might be some kind of projection, and in that case, your translation is right. But nothing in the sentence says it is a projection.... The context will tell you a bit more, I suppose.

You are perfectly right to interpret it as a projection. As for what indicates this in the text, it is the fact that these rates are for 2001 and 2006 and we are currently in the year 2000. It cannot possibly be figures that are already recorded.
